Dear FUHSD community,
Earlier this month, Santa Clara County moved from the purple and into the red in California's new COVID-19 tier system. As of Sept. 22, the County has remained in this tier for a period of 14 days. While the County Office of Education and Public Health Department have indicated that school campuses now have the ability to reopen, there are many limitations that we remain subject to and which prevent us from returning to a normal, pre-COVID schedule or format. As such, we are planning to remain in a distance learning model through the end of the first semester.
The full, updated guidance from the Santa Clara County Public Health Department offers specific requirements on physical distancing, cleaning and disinfection, hygiene measures and face coverings, monitoring and health screenings, food service and activities that schools must follow should they choose to reopen their campuses. However, we as a District are not yet at the point where we can reopen and continue to provide the highest quality educational experience possible for all students and the consistency we believe our school community needs at this time.
And while Santa Clara County has made progress in slowing the transmission of the virus, new case counts continue to exceed levels seen in March when school campuses were first closed. Concerns remain about the consequences of reopening our physical campuses, only to have them shut down again should another uptick or surge in cases occur, particularly during the regular flu season. And as we have shared previously, there are significant logistical and instructional challenges with implementing a hybrid learning model, including fewer instructional minutes per course per student, as we would only be able to accommodate 50% or less of the student population on each campus at any given time under the current restrictions. Under the current Public Health requirements we would be unable to run full classes on our current schedule each day and would be forced to move to a staggered schedule to comply with all physical distancing requirements. Teachers and students would be masked at all times during instruction and would sit six-feet apart from their peers with limited interaction. Extracurricular activities where physical distancing could not be upheld would be prohibited, as would in-person choir, band and other aerosol-generating activities. Many of these requirements for schools are significantly more challenging to implement for high schools, where we do not have stable cohorts of students that move through the day together.
The decision to remain in distance learning was a difficult one, but we believe it is in the best interest of our students, families and staff, and will allow us to continue to provide the best and most consistent educational environment within the current public health and safety limitations that schools must operate under. Until we can ensure that the in-person educational environment we are providing is not only safe, but also educationally viable, we remain committed to doing remote learning well. We hope to be able to provide opportunities for small group support and/or instruction in the coming weeks, similar to the model that is currently being used for athletic conditioning.
We know the uncertainty we continue to face has been incredibly challenging for every member of our community, and that our challenges have been compounded further by multiple power outages, fires and the resulting evacuations and poor air quality. And while we feel strongly that the instruction which has been provided in the first month of school has been successful on the whole, and a significant improvement on the emergency remote learning that occurred in the Spring, please know that we remain committed to addressing individual challenges and providing critical supports to those students and families that are still struggling. We are concerned for those students that are struggling with distance learning, as well as with the challenges of social isolation and mental health that are compounded by the pandemic.
